p99 validation latency rose to ~28ms in eu-central-1 for roughly 40 minutes after a registry deploy. Root cause: cold ruleset-IR cache after rollout. Cache warm-up was added to the deploy path. No payloads were dropped; enforce-mode routes fell back to warn during the window.

Signed ledger exports were queued for up to ~2 hours due to a backlog in the export worker. Live validation was unaffected. Worker concurrency was raised and the backlog drained.

A promote call took ~25 minutes to propagate to all edge nodes due to a config rollout race. Affected rulesets continued enforcing their previous mode until propagation completed. The rollout coordinator now acks per-node.
